Culebra's Best Reef, Reachable Only By Boat

Widely considered the best snorkel reef in Puerto Rico: Carlos Rosario sits on the northwest side of Culebra. The public ferry to Culebra docks in Dewey town, miles away — so Carlos Rosario is only reachable by private boat, which is a big part of why the reef has stayed in such good condition.

Carlos Rosario has healthy hard and soft coral and some of the most abundant marine life in Puerto Rico, with over 200 documented fish species. Sea turtles — both green and hawksbill — are regular sightings, along with eagle rays (wingspan up to 6 feet), nurse sharks resting under ledges, and parrotfish grazing on the reef. Because it can't be reached from any public beach or the ferry dock, it sees far less traffic than the beaches most visitors know about.

Water visibility at Carlos Rosario is typically cited between 20 and 30 meters on clear days, best in the winter dry season (November-April) when trade winds keep the water at its clearest.

How to Visit Carlos Rosario

There's no road and no public ferry stop anywhere near Carlos Rosario. It's reached by private boat as part of a charter departing Marina Puerto del Rey in Fajardo, roughly 1.5 to 2 hours out by sea — about the same crossing as the rest of Culebra. A full-day charter gives enough time for the crossing plus several hours at the reef.
