You're welcome to bring your own decorations — balloons, banners, a cake, florals — and set them up yourself once you're aboard; just keep anything that could blow overboard reasonably secured. If you'd rather not deal with the setup yourself, Boating Puerto Rico also offers a celebration/decoration add-on where the team arranges it for you ahead of time.
